It is pretty normal for kids to be cruel to animals. However there’s a difference between cruelty and ignorance. Sometimes it’s just ignorance. Cruelty is more common in children too simply because they lack empathy. But if that lack of emotional connection devolves into the actual desire to cause harm, then that is cause for concern. Otherwise, it’s a part of growing up and learning a sense of social morality that teaches us not to be cruel.
A child who is abusing animals has a very, very serious personality problem. Yes of course abusing animals is horribly wrong. And yes of course I would want to punish the child for such behavior. But punishing a budding psychopath is not the way to teach him or her to suppress his psychotic urges. And that is what you have on your hands, a child with such low empathy he could grow up to be the next mass killer. So no matter how much you feel like punishing him, don’t do it. Explain to the child that what was done is very wrong, then get your child into treatment with a specialist. the child needs an immediate intervention to teach him to manage violent urges or the behavior will escalate.
