Dogs and cats can be trained to obey several commands; gorillas and chimpanzees can even communicate with sign language; but as far as we know, no animal truly understands all of the human verbal language. However, it might be the case that animals actually can understand us, and choose not to react, but this is so highly unlikely, it is considered impossible.

Animals are capable of thinking and feeling, animals indeed understand the human language even though they can’t speak back to us. Some animals like chimpanzee can actually learn to use the sign language to communicate with humans. Dogs and more of house animals, when they spend long time with their human-owners, learn to communicate (without speaking) with humans. That is why someone can easily ask a dog to sit down, and he sits. Stand and he stands, obeying little commands.
