It depends on where the restaurant is, what service model it has, and whether the restaurant includes tips in the bill already.
Seriously, this is not a one-answer-fits all question. Not even in the US, where usually not tipping is incredibly rude and basically the same thing as saying you expect free labour from your server.
It depends on what you order, what service you get, and the size of the bill. Let’s say you just get a slice of pizza; 15-20% is the tip for standard service. Something like 25% or more for GOOD service. Water is free, but if you keep getting it refilled you should tip. The table is free but if you sit there for 2 hours you’d better pay a little rent. I’d say if you’re being served at a table, don’t tip less than a couple bucks per hour.
