  1. it depends on the filter, you can just wash some, others can have air or liquid forced though them in reverse of normal flow, some are actually designed to be cleaned while others are designed to be replaced, some that you would think could be cleaned can not because of such things as installed back flow valves…it all depends on the filter.

  2. In an emergency perhaps but, all you can do is blow them out because nearly all are sealed units that cannot be accessed without cutting the housing apart. This might give you a few more miles but it is not a fix. Additionally if it is a late model car the fuel filter will usually be inside the fuel tank and be part of the fuel pump capsule assembly. So it would make zero sense to remove the fuel tank and disassemble the fuel pump just to perform a temporary cleaning of the fuel filter.
