Anyone can start a business in the USA but I think investment is required to secure visa status resources are available but at a cost and based on your business type you might have to share and discuss with other government bodies. It is relatively easy if you have enough money to invest. You can obtain an EB-5 visa by investing sis money (mostly huge amount) to start or buy a business and agreeing to employ at least ten U.S. citizens legal residents.
Setting up a business is one thing, immigration is another. Different states different rules and amounts of taxes you pay. My suggestion would be to find a lawyer that can walk you through the different aspects of what kind of company would be best for you and your situation.
