The answer is very reliant upon a number of different factors. There are two ways to get a license: directly from the Alcoholic Beverage Control folks, through the application process; or in some places through the secondary market, where people will sell licenses at whatever rate the market will bear. In certain places, the zoning folks may have decided that there is a sufficient number of bars, restaurants, and liquor stores, and they will not issue further licenses for the time being. In other places, they may be encouraging development, and will look to increase the number of places that will serve alcohol, as a way of encouraging folks to come into the area and spend money.
It really depends on what type of liquor license you want. If you want a full bar license you will have to find someone selling one and you will have to pay sole money, because they are limited in quantity. There is a loophole though. You can get a brewpub license that comes with full liquor privileges. Don’t recall the exact number but these are not limited. The only hitch is you have to brew a small amount of beer on site to be in compliance.
