Everywhere I’ve ever worked allowed smokers the same breaks as everyone else. You aren’t allowed to drink at work because it actually affects your performance directly if you get intoxicated and because having a high blood alcohol content in public can be— depending on the circumstances— illegal, and it certainly is if they let you leave and drive home.
What people do on their breaks is a matter of personal preference, time permitting, so long as it doesn’t interfere with their work performance after the break. So drinking alcohol or using hard drugs on your break is off limits for obvious reasons. If you are in a manufacturing or other unionized work environment, and your employer is not allowing you to take regular work breaks, that’s a safety concern you should take up with your union rep. If you are in a different kind of workplace where employees are allowed to call their own breaks, you might notice that smokers will do so as often as possible, right up to the point where they get called out for it when it interferes with work.
