I want to learn programming and I do not believe I need to endure four years in a school for this, is it advisable to skip University altogether?

If your goal is to be a programmer, if that is your career aspiration, you could go to university to study computer science, this would definitely give you an edge over others without a degree, but it is not totally necessary that you go to university, programming can be self taught and could also be learned outside university, so whatever option is more convenient for you, I would say go for it.
very much so, you can learn programming while in University, you shouldn’t let this stop you from bagging a degree. A certificate, even in an unrelated field in your work will give you a stepping stone, open some doors for you, you do not even need to pass in school, it would just be good to have it, just in case.
