Probably one of the reasons expats flock Dubai so well is because it is tax free, I haven’t been to Dubai myself so I really don’t know if that is really true.

VAT is implemented on good and services you buy, but salaries and income are not taxed
There is a 5% VAT implemented on almost everything you purchase, but there is no income tax. Government gets its revenue through so many channels, like business fees, road tolls, parking fees, vehicles registration and renewal, visa fees, phones, parks, and so on, the list is really too long to be listed here.
