I recently blocked my AmEx card because I had thought it was stolen, however I saw it and I want to know if I can simply unblock it or I have to get a new one.
If the AMEX credit card belongs to you, you can talk to the financial institution and they’ll solve the issue for you. If the card you have is one of the charge cards of AMEX, they won’t lift the restrictions until your account catches up.

Call the number on the back of the card to discuss all concerns with the account or just give a call to customer care and they will be more than happy to resolve all your query. I’m very much amazed at their commitment level that they even created online account for me and increased limit on temporary basis for a transaction. So reaching them is best option and their IVR directly connects you with them without any lengthy options.
