If your question is whether you can delete files from iCloud so that they are not restored to a device anymore, then the answer is yes. It is possible to delete your content from iCloud, and it will not be restored to your device anymore.
However, if your question is whether it is possible to permanently delete your content from icloudt so that Apple cannot ever access your data, the answer is probably a No. For forensic and regulatory purposes, I imagine Apple will keep backups of your data for a long long time. To delete files you no longer want from your icloud, you can simply go to icloud.com, sign in and permanently delete the contents.
I really don’t know about iCloud but In iTunes click on manage pickups. You may need to connect an iOS device to your computer for this to show up. All the backups on the computer will be listed for all iOS devices that have been backed up to that computer. Click on each one and click delete. If no delete option is listed right click on the selected one and there should be an option to delete it. Or, another method i feel should permanently delete your files on iCloud is to go to the settings app on your iPhone, select your Apple ID account, then your iCloud account , then manage storage, select the app and then select delete documents and data.
