You can learn basics of HTML, CSS & Java Script pretty soon. Using those tools productive and in mostly proper way is another story. Some will learn pretty fast, some slow, others will not learn at all. Even with technologies mentioned above there is huge gap of what was possible 10 years ago and what is now. You also have to count users expectations. Those are much higher now, so You often need to squeeze everything from those technologies to achieve required result.
If you are driven and a quick learner, you could pick up the necessary HTML, CSS and Javascript skills to work on simple projects in less than a month. Maybe even a week. It would depend on how well-suited your mind is to programming and/or design, as it is right now. My advice would be to choose a certain kind of front-end development that you would like to spend most of your time on in the beginning. Because front-end development is a big field and trying to focus on “general” front-end will mean you will have to study longer before you will actually be useful to a potential employer. If you stay curious and keep hacking, eventually you will become familiar with more aspects of HTML, CSS and Javascript. But you don’t need to know everything to be employable.
