Yes and no. It’s usually not a formal requirement, but individual immigration officers have huge discretion over whether or not to approve any application that comes across their desk, and prior travel history will often be a factor they consider. It normally wouldn’t come into consideration if you exceeded all of the eligibility requirements such as, plenty of money in the bank, flights and accommodation booked, travel plans reasonably within budget, demonstrable obligation to return home at the end of the trip, etc.
I don’t think your via can be denied based on no travel history, of course except it is one of the primary criteria. Not necessarily, there are other factors for visa denial. Here are some of the common grounds for visa denial:
Lack of sufficient funds.
When applicant’s intent does not match with the visa category.
When a applicant does not prove sufficient socially ties to the country of residence or citizenship.
