Simplest way is to use iTunes. Copy the music to iTunes, copy from iTunes to the phone, tell iTunes not to wipe everything off the phone and let you manage the process instead. Plus, iTunes runs like crap on a PC. The only other options is creating a shared drive on the PC, use the Files app to connect to a server, connect to the PC, see if it will let you put files in the right place to use them.
I don’t think there is any way to transfer directly from a windows computer to an iPhone. If you were using Apple Music in the cloud, or iTunes Match then all your old music should be in the cloud and downloadable to your new phone even if you ripped it all yourself. I don’t think enabling Apple Music in the cloud now will upload the files on your phone to the cloud, I think it only works when they originate on a computer, but I could be wrong.
