Yes, you can control your PS4 with your phone provided that your PS4 is already on. You can download the two apps required to do this either on Play Store or App Store; PS4 Second Screen and PS4 Remoteplay. With these apps you can connect your PS4 with your phone and you can play the games on your PS4 in your phone. This works only if the PS4 is turned on.
As long as it supports Bluetooth and is wireless, you can connect your controller to your phone.
First, your controller needs to have some form of batteries. Make sure that batteries are plugged in or fully charged. Second, go to the settings menu and press the connect button on your controller. Make sure “Bluetooth” is on, and once you find the device tap the screen and now it should be connected to your phone.
