In trying to conquer my hydrophobic nature, I made it a plan to learn how to swim. I love seeing people swim but I couldn’t myself because of my fear. How do I get over this fear and learn?

Basically the only way is to slowly introduce yourself to it. It might be a bit hard and it depends on how scared you are. It’s just a slow progression of getting closer to full submerging. If you are comfortable with showering, get yourself to take baths until you can comfortably submerge. Then try going to a public pool and getting into the hot tub, if that goes well, get to wade in the pool and go as deep as you feel possible. Once you can do that, get to submerge under the water where you can stand up easily (chest deep or deeper). After that, it’s probably best to see what courses pools in your area offer for new adult swimmers or ask about private one on one lessons.
For starters, start swimming with smaller pond like pool with the help of some technical trainer. Do not think that you will drawn, just think that it is just water which you have to experience as a swimmer. You have to learn to float in water before you start with any other swimming strokes. Once you can float comfortably on the surface of the water, you should try to learn breathing and front crawl swimming. Learning to float in water is an essential skill everyone should master. It’s also a very good survival skill. The key to floating is, ironically, a major challenge for beginners: You have to relax. As soon as you master this, you will be able to swim.
