I feel that is an old policy that is no longer in place. I mean, in the past, gay men and women used to hide who they really are cos of the stigma from the society. Hence, they seem them as a rear if allowed i to the military. But over the years, things have changed. I have never been in the military, but I have heard from a good friend in the military that homosexuality is quite common and is actually pretty well accepted.
In the US military, it is not very common. It does happen but is often avoided because of fear of punishment and harassment. I remember hearing about one person who was discharged because he was homosexual. There were only a few whom we knew were homosexuals but it was one of those things where everyone just minded their own business about it.
