Is internet facility available to prison inmates; whether federal or state prison? If yes, is it exclusive?

The only time prisoners get internet access is for pre-selected educational purposes, on a highly firewalled internet, and it is strictly monitored at all times so they can’t send messages out, much less participate on social media. But come to think of it, whether a prison allows internet access to prisoners or not, that doesn’t stop them from getting internet access. They can always smuggle phone into prison facility through one way or the other, but must often through the prison guards.
Probably depends on the funding available in that correctional facility. But if they were even allowed to use the internet it would be for educational purposes, and definitely going to be monitored. Anyone who is incarcerated would not be allow to use any form of internet.
