A bit but not fairly, it does access their ability to prepare or preform well for testing, it does not truly depict ability or intelligence unless the test can not be studied for and requires one to learn, process and complete a task or perform a function they taught themselves. I tested poorly early on until I learned to memorize everything the night before getting little sleep, I tend to overthink and when I am tired I just answer, that and having memorized everything made testing quite effortless. This does not prove my intelligence, only that I found a method that works for me.
If an intelligent person scores poorly on an intelligence examination, it could mean that they are distracted by something that attracts their attention. Some things that could distract them are; a death of a loved one, an illness, headache etc., the person in question is in love or lust, boredom and disenchantment with test-taking. Test-taking, after all is not the most interesting thing a creative, intelligent person wants as a pastime.
