Yes, you can use it. It is for registered businesses and you accept payment on a website linked to the business.
PayPal works, but it’s one-sided. You can’t receive payments via PayPal as a Nigerian, but you can pay online using your PayPal account. This is a huge inconvenience, especially for people that need to receive foreign payments or money but want to avoid huge bank costs.
