Your Ads account will be disabled until you’re able to pay for the previous ads you’ve done in the past. You will continue to get a notification that you should update your payment method, so until you make the payment. The system will assume your payment method is faulty, which will automatically hinder your new ads from running.
No. You will be required to clear the payment on previous ads before you can be able to run new ads. Unless you do not wish to use the ad account again or you wish not to promote that page or business again, then you can choose to not pay. But if you still intend to run ads on the page, you’re required to update your payment method so the system could process your payment, only then will you be able to run fresh ads.
