Is it possible for an Excon to be able to own a licensed gun after prison life?
Yes; although federal law prohibits a felon from possessing a gun if he’s been convicted of “a crime punishable by imprisonment for a term exceeding one year”, that doesn’t apply if the felon’s civil rights have been restored by his state- assuming that the restoration of rights didn’t explicitly say that gun rights weren’t being restored. If it was a federal felony, then the only way to get gun rights restored is to get a Presidential pardon.
Once convicted felons have served their sentences, they should, with rare exceptions, be able to resume civic life, including recovering lost rights such as voting and serving on juries. But should they be allowed to own guns? Right now they are barred from doing so, but the House recently voted to resume an abandoned program that lets ex-felons apply for permission to own firearms.
