A tattoo does not directly lead to cancer. If you have a personal history of skin cancer, then you are at a higher risk for a recurrence. Having multiple tattoos that cover a large portion of your skin will make it much more difficult to see sking changes that will lead you to have a possible cancerous lesion checked, but there is not absolute direct link.
The application of a tattoo may transmit other diseases, but I’ve never heard of a tattoo being the cause of cancer, whether by transmission or directly affecting the skin cells. But that doesn’t mean it isn’t possible. An oncologist would be the best person to answer this.
