I am fully aware that such belief exists, but I have never came across any credible statistics to really support it – at least for region where I live. My own observations also do not support this theory – most girls, whom I could describe as smart, have no more problems to establish romantic relationships with guys than their less smart peers. There are exceptions, of course, but each such case have their reasons – usually it is related with some flaw of social skills, social awkwardness, shyness, lack of courage and self-confidence to communicate properly. For women in mature age the reason sometimes is somewhat unpleasant personality which develops after some failures in earlier life – for example, self-pitying, whining about that life is unfair, strong sense of entitlement.
