  1. No, I wouldn’t and I wouldn’t advice anyone should. If you are hiring someone then better to check for ratings and their profile. From my experience, I hired a new freelancer who has no reviews and ratings. She started the contract and after working for two days she canceled the contract and deleted her profile. So it would be a waste of time for you.

  2. High rating means high credibility. so you can hire a freelancer who has most positive feedback on freelancer or Fiverr. That is a good indication on how much the freelancer is experienced and professional in their doings and at their craft. Good luck.
