Your vest bet is Cyprus, what you need is to have €300k invested in the country and you can obtain a permanent residency there after going through some administrative hoops. I know this because that’s how an ex-colleague circumvented another EU country’s regulations about her stay, and eventually managed to register herself in the country for employment.
Anyway, the rules may have changed by now. However, anyone with a Cyprus permanent residency still needs to fulfil all the rest of the EU regulations regarding health care insurance and stuff. Also one would need to be registered if applying for work as I am not sure a Cyprus permanent resident is automatically entitled to work in the EU.
It is quite very easy to get residence in Portugal, first get a schengen tourist visa then come to Portugal. Work in Portugal for 6 months, pay your taxes, do some documentation and entry with immigration and get Tax number and Social security number. Get a appointment from immigration authority (time consuming may be 6 months) and apply for residency card , now you will get 2 years residency card valid throughout. If you dont have a valid visa and entered portugal illegally then pay 1year tax through work or business done, this will grant you your residence card within 8 to 14 months.
