If you are a woman, your prime fertile years are ages 18–24. At age 30, your risk of birth defects, particularly trisomy 21, goes up significantly. At age 35, you have even more serious risks. If you have your first child after age 30, your breast cancer risk increases. So for the health of yourself and your offspring, prior to age 30 is optimal. I myself planned exactly and had my first exactly one month prior to age 30. I like to beat the odds.

Strictly speaking, 20-28 years. More broadly, 20-35. Less than 20 involves a much higher risk of death for mother and child, as well as for low birth weight and IQ, health, and development problems for the child. After 28, there is a slow drop in fertility and rise in birth defects. This accelerates rapidly after age 35, so many people would choose 34 or 35 as the upper bound.
