I believe YouTube has a built-in editor. The best probably depends on what you are making. To me, the best videos are creative in themselves, don’t rely on graphics and effects and made with simple cuts, so iMovie or even Windows Movie Maker will work. If you want graphics, step up to Final Cut Pro or Adobe Premiere, although requires subscription. Adobe After Effects is nice for graphics and effects.
