Does coursera offer free learning and certification?
There are plenty of courses available on Coursera for free but many courses,especially the ones providing specializations charge an enrollment fee. Also though I am not experienced but iI am sure the specialization courses provide some additional features which are not there in the courses available for free of cost. The problem you are facing is due to the fact that you are applying for the specialization courses only. Moreover,there is even an option of financial aid that Coursera is ready to give,provided you fulfill their criteria for the requirement of the aid.
There are some courses on coursera which are available for free and can be accessed without paying anything. You can learn free of cost. However, in order to get a certificate you have to pay the respective course fee. If you are unable to pay the fee of the respective course, then you may apply for financial aid. You have to give a proper reason for it to be granted.
