Why do people use those two phrases interchangeably when communicating? Which one is correct out of the two?

      Most probably you want ‘lagging behind’, meaning that other people are in some sense ahead of you physically, or in assignment marks, or whatever. You would want to say, ‘I am lacking behind,’ in the unusual event of explaining that your buttocks are too small, or are in some other way inadequate.

      I am lagging behind is the correct one. To lag behind means to make slower progress than other people. If someone or something is lacking something, they do not have it or do not have enough of it. Lacking indicates deficiency whereas lagging just shows you have not caught up because you started late or you are somewhat slow but steady but you are aware of it.
