Depending on the OS. Some require boot media, others have special password recovery. Others would require hacking. If it is your computer then just use the security questions. If someone else’s, then return it.
You can boot it up in a non-standard mode. However, different operating systems have different rules, and some firmware allows you to set a password. Beyond that, there are often bugs in network services. These bugs are discovered regularly, and some of them will let an untrusted user access a computer. That is a reason for good firewalls (built in and external) and frequent system updates.
