How do I tell this person the cologne they use smell really bad and irritating?

There is no way to say it politely, you may decide not to say their cologne smell bad but you can just tell them about another cologne. Make it seem like you want to dash them or upselling to them. Have you tried just speaking to them about it? You don’t have to be offensive about it, just say that you are having a reaction to the smell of their cologne.
If this person was a partner or family, I’ll simply just let them know. But if it’s a coworker from work, I’m very plain spoken and I make no bones about it as I have allergies to most perfumes. What I say is, “I’m sorry but would you please stop wearing that scent. I’m allergic to perfume and that scent makes me sick to my stomach.” I don’t care if I offend them. I am not going to go home day after day, sick to my stomach because they won’t stop wearing it. My next move is to go to my boss, discuss it with them and either they will push it or they will go to that person’s supervisor and ask them to do something about it.
