It really depends on the person trying to learn. I know someone who has done everything he can to improve his reading speed, for decades. It is something he works on continuously in his life, because he is a slow reader, but needs to read a lot for his career.
Some people are just never going to be speed readers. But most people can increase their speed. Still, it isn’t usually easy to increase one’s speed of reading, so the premise of the question has a problem.
Speed-reading is a lot about training your eyes to move quickly and decisively across the page. It’s a lot more straining on your eyes to speed read as it uses muscles that you rarely use in that way. Train your eyes by tracing certain shapes on the wall across from you. Give your eyes something to follow. Put your finger on the page and then move it as fast as you can. It will give you a speed limit while making it easier to not go back into sounding the words out in your head. Later you can move your finger down the center of the page instead of going across, skimming over entire lines while still getting all the content. Re-read the pages as often as you need to until you stop sounding the words out loud in your head. This is a habit to be broken, nothing more.
