I think ultimately at the end of the day you might have to leave this person for good because it will never make for a happy relationship, this kind of behavior can also be described as toxic as I am sure he keeps apologizing for these deeds but goes right back to them, you cannot change him, the only reason why he is cheating is him and you have no role to play in that.
cheating is more of a behavioral pattern, especially how you describe it here by saying he wont stop cheating on you, I would say a person cheating on you is not someone you should even be with, or consider a future with, you should be more worried about why you keep tolerating this excuse from your boyfriend than why he is cheating on you.
