The basic requirements for enlisting if you are a non-citizen include having a current and valid permanent resident card (green card), currently living in the United States and having the ability to speak, read and write English fluently.

There is, for instance, a pilot program for highly educated professionals with fluency in certain languages to enlist in certain critical needs fields, a good friend of mine did this, as a Ph.D. candidate in biochemistry, who spoke fluent Polish; she enlisted into the program and was granted citizenship 1 year after her enlistment.
