Many factors go into this. How long the person has been overweight. How fast they lose the weight. Even heredity can play a factor. Rapid, abnormal weight loss results in sagging jowls of skin, looking far worse than the fat itself. If the skin stretches beyond its’ normal elasticity, it will not return. So it will sag, no matter what you do. Do it slow and steady, so skin elasticity gradually compensates and weight re-gain is much less likely when losing slowly.
The loose skin is caused by losing a huge amount of weight like 100 pounds or more in a very short amount of time. It can happen when the weight is lost through diet and exercise, but it happens more often to weight-loss surgery patients. Usually, as you lose weight your skin shrinks back to its normal size. In this situation you could say that soft belly fat is a good sign, because that squishy fat means weight loss.
