Not necessarily. But knowing so will help the designer immensely. He can understand fundamentally what the developer has to go thru’ to develop his design ideas. Knowing this will help him figure out what are the things that are possible and what are not. It’s much easier to explain your design to devs when you know how to communicate in their language.
UI in itself does not require coding as it is about designing the user interface. To design you must know design concepts including typography, handling graphics, an eye for a new design (that always comes with a good imagination), and these days UX principles too. But for a job, companies usually seek candidates who are multi-talented. As the immediate step of deliverable after designing UI is converting it to HTML for which you need to know HTML and CSS. So if you are at a first step, focus hard on UI, then begin for coding, design usually comes with creativity and imaginations, while codes come with logics.
