As long as you communicate that to them and are on the same page. I think most people date with the intention to continue so I think disclosing this is very important or else they will feel lied to when it inevitable ends, not communicating this to them can be manipulative if you knew this from the beginning.
I think that focusing on forever is a terrible way to think about relationships. People are always changing. A relationship can be short, but still be beautiful. As long as the two parties are honest with one another.
If you know from day one that you don’t see a long-term future, you should inform your partner of that. They should know and be on the same page. If you know they want more, and you know that you don’t, I don’t think it’s fair to get involved with them beyond something casual.
