Is it safe to use my car without warming it up? Is it compulsory to always warm it up?

That would really depend on how cold it is outside. If it’s really really cold and you start your car and just start driving it like normal, overtime yes that can cause some damage. I also believe that the best way to warm up your car is to drive it. I usually start my pickup and let it run until the idle kicks down. That usually takes about 30 seconds to a minute. I consider that good enough to start driving, then I drive kind of gently so to speak, until I’ve gone a few minutes with it running and it seems like everything’s moving well and then I drive like normal. But in the summer, I don’t worry about that stuff too much at all.
You should definitely let your car warm up before use. The colder it is and the bigger your engine the longer you should let it warm up. A cold engine is a weak and fragile. Engines are designed to work under load within a certain temperature range. Cold temps make it have to work harder, putting more stress onto critical parts. When oil is cold, it’s too thick to lubricate all of the small spaces in the engine, causing excessive friction and wear and tear.
