If my flight was canceled without proper briefing, can I demand a refund?

Yes, if the flight is canceled due to reasons that are under the control of airline such as technical problem. If the airline did not notify you about the flight cancellation at least before 24 hours of departure then you are entitled to a refund. In compensation they may provide you an another flight if it suits your timing. But, if the flight is canceled due to natural issues like weather problem then they will not provide you the refund.
If you have bought a non-refundable ticket, which most are – it states quite clearly when booking then no, you will not get a refund. If you bought a refundable one, then yes, you will. In the case of a non-refundable ticket, you may be able to get a refund of the taxes portion of it, which can be significant, but there are often large administrative fees associated with this to make it usually not worth the hassle.
