A professional programmer is not a hacker, but is definitely in a good position to quickly learn how to hack systems. However, hacking systems is a special skillset. The PC repair guy may understand hardware and know what part you need to replace, but he isn’t a programmer. A hacker studies security flaws and knows how to get around computer security. It doesn’t have to be technically challenging, the biggest security risk is the user, either from being tricked, manipulated, or making a dumb mistake.
