Does the razor bumps privilege extend to others in the military or it’s just for the black Americans only?

This isn’t true, you just had to have a profile from an Army doctor showing why you couldn’t shave.
And it’s not like the men on the shaving profile were happy about it. The relief of not having to shave was in the final weeks of the profile. I have seen some of the rashes and breakouts and they were painful. I’m sure there were soldiers who tried to get one when they were over shaving every day. But usually it was for a very good reason. One guy had such a terrible breakout that it would bleed when he touched it and he almost didn’t deploy over it. He was placed on a profile for shaving and was given the weeks until we deployed for it to clear up. It did and he was actually relieved to shave by then.

Contrary to that, blacks are not the only ones exempted from shaving. The main reason why it is mostly common among the black is because the blacks are more susceptible to pseudofolliculitis barbae, which is caused by shaving. For some reason, blacks are more liable to contract this. Soldiers are excused from shaving while this is present, but they need a signed note from their doctor, and it needs to be in their medical records.

For some reason, bllacks are more susceptible to this condition than other races.
