In an emergency perhaps but, all you can do is blow them out because nearly all are sealed units that cannot be accessed without cutting the housing apart. This might give you a few more miles but it is not a fix. Additionally if it is a late model car the fuel filter will usually be inside the fuel tank and be part of the fuel pump capsule assembly. So it would make zero sense to remove the fuel tank and disassemble the fuel pump just to perform a temporary cleaning of the fuel filter.
