My opinion is that everyone can control themselves under the influence. But seeing as how most drugs lower your inhibitions, I think some people just choose not to control themselves. Basically, their reaction to, say, urinating in public would normally be absolutely not! But with their inhibitions lowered, their initial reaction could be, fuck it who cares? So they choose to act on it. But are very much aware of what they are doing.

There are enough resources available online and books available offline to learn programming and even advanced Computer science concepts such as algorithms and all.
