Humans will only go to the future and identify what they can do wrong instead of correcting what they have already done. A race smart enough to identify this is the only one that can responsibly use the technology. I think it would get commercialized and abused if made available to all. Imagine a group getting control of the technology and going back in time to change things for their benefits.

This type of question is asked just to check your mental psychology whether you are willing to work for the company or you are more inclined towards the pay package. If they have already announced the range before then, I think you would have decided whether you are willing to work for the company or not. If they ask it again during interview, then they just want to confirm if you are really interested or not. So what I think is the best thing is to say that I am happy with the pay package already announced by you and what really fascinates me is the job profile you offered.
