No, apes do not understand and are not capable of learning human language. Yes, humans may have evolved from apes and apes are said to have the level of intellectual capacity available for an average baby human who is t to learn the human language. Although, apes (chimpanzees and monkeys) have been said to exhibit their own form of communication which is sign language. Personally, I’ve experienced monkeys trying to communicate with the use of sign language, however it’s not exactly polished, just something they’ve learned to understand among themselves.

I really don’t understand how calling her G.I. Jane was making fun of her hair loss. If anything I would have taken the comment as her looking bad ass, also if she gets that upset about a comment of her being bald, she’s rich enough to either fix or lessen the issue or even just buy an amazing wig.
