It is because the acceptance and meaning of used language between two people is determined by their social relationship. Would you accept to be called darling by anyone else than your significant other? Would you call anyone dad than your father? Words simply mean different things depending on the people who say them and the people they are addressed to. Same goes for the word “nigger”. If a white person says it to a black person it basically means “I call you by a name that was used when people of my skin color thought that people of your skin color were inferior to them to imply that I think you are inferior to me because of your skin color.” If that’s not what it’s supposed to mean then it is at least most likely what is going to be understood.
