It is a crime because it is downright exploitation of innocence and a blatant, unpardonable betrayal of trust. It’s possible such a thing could be in development in a secret lab or something, but we won’t hear anything about it until there are several successes without them just developing cancer or ailments in the long-term at the very least. Then you take it all the way to public availability, something against existing laws and mores, making it far into the future if at all possible.
