Models are allowed to use makeup and every other things that can enhance their looks, but athletes are never allowed to use steroids. Why?

Those aren’t equivalent at all. Make up enhances what you naturally have. The sporting equivalent would be to ban working out. The chemical alteration of sport is steroids and so the equivalent in a beauty competition would be plastic surgery. Anyone can wear makeup without risking their health. Steroids can result in side effects or even death making it to where someone has to be willing to risk their lives in order to effectively compete.
It’s simply because makeup isn’t dangerous. There is a good reason why steroids are banned in sport. If they were allowed, then all sports would become a competition of who was willing to endanger their lives the most. Of course, you’d still have to train, but if you didn’t want to die at 30 then it would be impossible for you to get anywhere close to where the top athletes are.
